Kunio Kun is clearly an RPG (plus beat em up). Not because most Kunio Kuns are beat em ups , means that this specific snes game is the same. If Im not mistaken this is the ONLY one (gameplay wise) with these mechanics. Its a mistake to judge a game by its gameplay history.
If these stats :

dont make this game an RPG, then what is an RPG afterall? This more RPG than Deathrap Dungeon, Broken Helix etc that they mentioned above.
Zero 4 Champ RR-Z is not like Chrono Q AT ALL!! First of all, Chrono Q hasnt any RPG element.
Then, in Zero 4 its story mode is based in the RPG part and the simulation with dialogues, choices etc.

Also, Zero 4 is also available for the PC-E, PSX & Saturn but these games are not RPGs. That makes the SNES release unique.
The Wonder Project is an simulation - RPG too. Im pretty surpised because your words are opposed to many entries in the database. Also many references, mention it as an RPG too (like Mobygames)
RPGs , adventure, simulation are very relative genres. One clearly thing that makes them different is the development which is a common characteristic in RPGs. The development is usually expressed with the stats, XP, levels etc
